I applaud the California Legislature for moving to address the state’s excessive electric rates with two important bills: AB 745 and SB 254. However, I urge you to support simple amendments that would make them much more effective vehicles for promoting climate mitigation and economic justice as well as greater household affordability.

AB 745 would change California’s existing Climate Credit for electric customers into a much-needed reduction in volumetric rates, but only during summer months. If amended to lower rates year-round, however, the measure would strongly encourage households to adopt clean electric heat pumps, electric stoves, and electric vehicles.

Not only would such investments lower the state’s greenhouse gas emissions, they would reduce harmful air pollution that severely impacts the state’s most disadvantaged communities. At the same time, year-round rate reductions would especially benefit the state’s lower-income households and inland households that pay the highest bills.

SB 254 offers a host of other long-term measures to ease the upward trajectory of electricity rates, but it forgoes the opportunity to have an immediate impact on the state’s clean electrification goals by converting Climate Credits to rate reductions. It, too, should be amended accordingly.

The California Public Utilities Commission along with many environmental groups, including Climate Future California, Natural Resources Defense Council, and Environmental Defense Fund, all propose this reform. Please let your colleagues know that urgent attention is needed to make this legislation a win for our health and future climate as well as more affordable energy bills.
